This is Kosim Khalimov writing you from Tajikistan, an alumnus from FLEX in

Anchorage, AK, in 1997. I am searching for my friend Valentina Belova, from
Ryazan
Russia, who spent her exchange year in Santa Maria, CA. How can I find her
contacts. Please, help through your channels.

Hello.

I would advise you to do the following.
1. Look in https://statexchange.gov. You will have to register, but finding your friend is probably worth it, especially that the site isn't bad at all.
2. Write to FSA FLEX Alumni Assistant in Moscow. ACIE maintains full databases of alumni of all FSA programs. So write to fsaalumni@actr.ru. If they're kind enough, they'll answer you.
3. Write to Bradley Herald, the FSA FLEX Newsletter. If I'm not mistaken they have a section for announcements for lost fellow alumni. Write to bradleyherald@actr.ru, and ask if they can help you.
