ABOUT IREX
IREX (the International Research & Exchanges Board) is an international nonprofit
organization specializing in education, independent media, Internet development, and
civil society programs. Through training, partnerships, education, research, and
grant programs, IREX helps develop the capacity of individuals and institutions to
contribute to their societies.

SUMMARY OF POSITION
IREX seeks Moldovan citizen applicants for the position of Deputy Program Director.
His/her services will be solicited on a full-time basis to support the Chief of
Party in managing the USAID-funded Citizen Participation Program in Moldova. The
five-year program will empower citizens and community groups to mobilize themselves
and address community problems through democratic processes, especially small,
targeted community-based projects focusing on issues such as small scale physical
infrastructure projects, establishment or rehabilitation of community facilities; or
any activities resulting in jobs, expansion of businesses, and income generation.
The program will include a variety of elements, including small grants, training
events, and public outreach efforts.

The Deputy Program Director will support the Chief of Party in directing and
overseeing all work performed under a Cooperative Agreement with USAID. The position
will be based in Chisinau, but will involve significant travel throughout Moldova.

RESPONSIBILITIES AND DUTIES

- Provide management oversight of all local staff and assist in managing office
operations;
- Assist Chief of Party in managing and monitoring all program components -
training, technical assistance, grant-giving;
- Conceptualize and design program outreach efforts and grant competition
solicitations;
- Support the Chief of Party in overseeing the quality, cost effectiveness, and
timeliness of performance of all work performed under this Cooperative Agreement;
and
- Collaborate with the implementing partners for the program to coordinate efforts
and share program results.

QUALIFICATIONS
Candidates must be well organized, able to work independently, skilled at handling
multiple tasks, able to adhere to deadlines, and willing to travel extensively
within Moldova. Other specific qualifications should include at a minimum:

- At least three years professional experience managing NGO and/or civil
society-strengthening projects in developing countries, especially those working at
the grass-roots level to address issues such as infrastructure improvement, rural
economic development, and revamping community facilities;
- Extensive grants management experience, especially with small, community-based
organizations or initiative groups;
- Strong experience designing and implementing cross-sectoral grass-roots
initiatives involving local government, community-based organizations, NGOs, and
other community actors;
- Experience working in Moldova or region;
- A minimum of three years of experience working with USG funding agencies in a
management capacity (USAID experience strongly preferred);
- Excellent interpersonal and organizational skills, and the ability to negotiate
with local and foreign experts, managers and government officials to ensure the
successful completion of project activities;
- Knowledge of computers and relevant software (MS Office, Excel, etc.); and
- Fluency in English and Romanian/Russian
