Information on the terrorist acts in Uzbekistan

On March 29, 2004 several terrorist acts have been perpetrated in Tashkent.
A blast resulting in two casualties took place in the vicinity of Chorsu farmers market, in front of the entrance to children department store. One of the victims was a security guard of the store; the identity of the second one is yet to be determined. Seven people have been injured. Another suicide bombing took place near Kukeldash madrassah a few minutes later resulting in two other casualties.
According to preliminary data, both blasts have been caused by a self-made explosive device fastened to the belts of terrorists, whose identities are being determined.
These blasts were preceded by the following events. On the evening of March 28, 2004 and early morning of the next day patrol posts of police officers came under a multiple attacks while performing routine duties.
On March 28, 2004 at 22:30 during routine inspection by road patrol of a private vehicle in Khamza district, Tashkent, a driver and a passenger tried to run away. As one of them has been detained, two large-size household bags have been found in the vehicle containing 10 self-made explosive devices.
On March 29, 2004 at 01:40 am during checking identity cards of persons in Kushbegi Street nearby the Textile Factory, the latter started shooting out and as a result killed first lieutenant Turgunov and seriously injured first lieutenant Kaldybaev.
On March 29 at 5:00 am at crossroads close to Tashkent Tractor Plant three unidentified individuals attacked a road patrol when they attempted to check their documents. Two policemen were killed.
In a different occasion, on March 28, 2004 at 10:00 pm in Kahramon village of Romitan district, Bukhara province a blast occurred in a private house owned by pensioner N.Razzakov killing ten people and injuring three. Preliminary investigation of the cause has shown that self-made explosive devices, intended for terrorist acts and made of ammonium nitrate, aluminum powder and other components, were produced and stored in this house along with “Kalashnikov” machine gun, two pistols, munitions, portable two-way radios, and leaflets associated with “Hizb-ut Tahrir” and Vahhabi extremist organizations.
In total, 19 people were killed and 26 others injured during these events. A link between the blasts in the city of Tashkent and Romitan district of Bukhara province are being probed by investigative teams.
According to the preliminary information, large amounts of ammonium nitrate, aluminum powder, detonators and other components found in different locations in Tashkent and Bukhara province combined with a pattern of spreading panic and targeting civilians give a ground to assume that the preparation to these terrorist acts has a prearranged and a wide-scale character and was going over a long period of time. Many of the features of the perpetrated terrorist acts point to the likelihood of single mastermind located outside of Uzbekistan.
To investigate these and similar cases, a special Governmental commission chaired by the President of Uzbekistan Islam Karimov has been founded. The body includes heads of the Public Prosecutor’s Office, Internal Affairs Ministry and National Security Service and will hold its first session immediately.
Similar commissions have also been formed in all provincial centers of the country, which are headed by regional governors, heads of regional law enforcement bodies and leading specialists on fighting terrorism.
The Office of Public Prosecutor through the Uzbek media will keep the public updated on the ongoing investigation on a regular basis.
