???Out of status & want to apply for OPT???

I'm an international student and i came to US on summer 2000
i enrolled to my school but spring 2001 i didn't enrolled to my classes which means i'm out of status since that day.But i come back to the school in the summer 2001 and took classes(summer classes) and then on winter 2001 i reenrolled to my classes again. and spring 2002 too.Since than i was out of status ...I`m goin to take 1 more summer class this summer and technically i'll be graduated. BUT if i'm out of status, am i going to be able to get my diploma from my college and this status problem going to effect to get my OPT? I was at school more than 9 month but only 4 mo. is in status and rest of 'em in out of status mode...So i confuse what should i do...My adviser told me that i have to get reinstatement from INS but also OPT(INS) want only 9 mo.for the OPT enrollement to the school...What the hack???Please help what should i do first to get the reistatement or directly apply for the OPT???

PS:
My Previous I-20 didn't exp. yet(valid until 09/01/2002)
My Visa didn't exp yet(valid until 09/28/02)
My Passport didn't exp yet(valid until 07/11/2005)
