I would just like to know how long does a person need to legally be in the country in order to obtain residency and citizenship?

Eligiblility for citizenship is based upon your immigration status, not the length of time you've legally been in the states. First you need to have a visa type that permits immigration. The H-1b is an example. F-1 students aren't eligible.
