From what I know American Consulates are very reluctant to issue visas outside the applicant's home country. It is possible to apply if you can demonstrate a good reason to apply from abroad. In your case it would be your studies. Some Consulates are stricter than others. Try posting at alt.visa.us - they could know details on Holland.
Contact the American Consulate in Holland, obviously. You would have to present some solid financial evidence and probably demonstrate a good reason for you not to stay in the US, such as continuing your studies in Holland, supported by a letter from your school. |
