In case you are from NYC and suffered from the decreased air quality as a result of the terrorist attacks you can try and get support from FEMA. Can't guarantee it will work for foreign students, but give it a try:

I've just called FEMA regarding Form 90-69D. I was trying to find out if F-1 student are considered "qualified aliens" for FEMA assistance. I've called twice just in case. First time I was assured that I'm qualified. Second time the agent wasn't sure but assumed foreign students would be qualified as long as they present proof of their legal status.

I'll give it a try.
