What do you refer to as 2-nd F-1 visa?
If you have been in the US, completed your studies (or just quit), went back to your country and want to study in America again, there is nothing in the law against it. It could be even easier than getting the first visa since you've shown you intend to return to your country. To get an optional practical training for the second time you have to stay outside the US for more than 5 months or something like that. Your old visa may still be valid, in that case you will only need a new I-20. |

I am going to transfer to another univeristy in Fall 2001, Do i need a apply for a new F1 visa since I am currently not in USA but the F1 visa from Uni A is still valid?

You don't need a new F-1 visa if your old one is still valid. You do need a new I-20 from a new school. You use your new I-20 and the old F-1 to enter the US. |
