The INS will probably grant a change of status if you apply for after 90 days from your arrival. I say probably because I don't know the specifics of your case. I guarantee that they won't approve it if you apply before the 90 days. The reason for this is because when you entered the US a B2 tourist, you said to the US government that you wanted to be a tourist. If you then immediately apply to be a student, it appears that you entered the US for a reason different than originally stated.

Like I said, unless there's something unusual about your request, it will probably be granted.

As a general statement this is incorrect. People change their status to F-1 all the time although now it takes a long time. "Prospective student" stamp is good to have but is by no means a requirement.

You need to demonstrate a "change of intent" but in most cases it's not difficult. As Brian mentioned applying too soon suggests there was no change of intent, so the change of status would be denied. INS would presume you entered the US with a "fraudulent intent".

I think some schools have better relationship with INS than others. If a school gets a reputation of a visa factory it's students may be denied change of status more often than usual - this is my opinion, at least.

I am 17 holding a tourist visa. I am thinking about entering the states by tourist visa then change it to student status. When I do that, will they ask for my parent's permission, signature, anything like that? If yes, is there any way to get around? Or I have to wait til I turn to my legal adult age???????????????? Is there anybody can give me answer?
